Abstract: Water consumption characteristic of spring maize without irrigation in different precipitation years was studied. The impacts of fertilizer to maize yield and the exploitation degree of water potential productivity were discussed. The results showed that water consumption law of spring maize was consistent in different precipitation years for normal or drought, the joint stage to tasselling stage was the peak of water consumption. The amount of precipitation can meet the need of maize growth in normal rainfall years. In this region, the key problem for agricultural development is to enhance the rainfall use efficiency and scientific fertilization can improve the rainfall use efficiency. There is 50% rainfall potential productivity can exploit.
