Abstract: Based on the principles of system engineering, economics thdory and local condition of production, this research aimed to determine the Optimal, Technical Practice ’ Package(OTPP) for W. heat Modeled Management(WMM) through system decision-making analysis. The OTPP is expected to meet the needs of various objects on land of middle and high fertility in Beijing.
