摘要： 分析了美国农业教育、科研、推广三位一体,日本公务员与农协并行,英国发展咨询式,法国农业发展式,德国综合咨询式,丹麦咨询服务式,印度培训与访问体系等农业推广组织产生的背景和特色。提出了在全面建设小康社会的新形势下,我国的农业推广机构改革必须明确职能,科学定位农业推广组织,自下而上开展推广工作。农业推广组织要创新推广方式和方法,同时要用国际惯例改革我国的农业推广工作。

Abstract: The background and characteristics of some foreign agriculture extension systems,including those in America,Japan,England,France,Germany,Denmark,and India,were studied. It is proposed that to improve the agriculture ex tension system in China,under the new situation of building a wellof f society in a holistic approch,the obligations and dut ies among the extension org anizations should be scient if ically divided at different levels,to develop extension work upward from grassroot s,to make breakthroughs in extension modes and methods,and to reg ulate agriculture extension in accordings w ith international rules.
